Portland Children's Levy | Program Evaluation

The Children's Levy supports program evaluation of its investments. Each grantee selects program outcomes from a framework of common outcomes created by the Levy. Grantees track client and program data on those outcomes and report annually on their progress. Grantee annual outcomes reports are also used to aggregate grantee data and monitor Levy progress.

In addition to grantee annual outcomes reports, grantees also submit semi-annual progress reports that address program implementation and include client success stories. Grantees report the demographics of children served by their programs on a biannual basis. All of these data are used by the Levy to monitor and evaluate program progress.

The Levy also relies on community partners for its program evaluation work. Over the past three years, the Levy has retained the services of Child Welfare Partnership at Portland State University. For 18 months, the CWP monitored and studied child development and program services among 12 early childhood education and childcare grantees. The CWP also provided program evaluation technical assistance to grantees in early childhood and child abuse prevention/intervention. For after-school and mentoring grantees, the Levy formed partnerships with local school districts to compile and report data on the performance of students in those programs.
